Unassigned placeholder cleanup now keyed on project assignment

Placeholders created via POST /placeholders (createPlaceholder) are now automatically deleted within 24 hours only when they are not assigned to a project. Previously a placeholder was removed if it had no project or no assignments, so placeholders attached to a project without any assignments will now be retained.
