Standard rate card can now be updated via the API

PATCH /rate-cards/{id} now lets you update the rate type, blended rate, and description of the Standard rate card, which previously rejected all changes. Renaming the Standard rate card is still not allowed and now returns a clearer Cannot rename standard rate card error. The Internal rate card continues to reject rate changes and renames.
