Round rate card rates to 2 decimal places

GET /rate-cards, GET /rate-cards/{rateCardId} and POST /rate-cards previously returned unrounded values for blendedRate, rates[].rateHourly and rates[].rateDaily, so a stored rate such as 66.6666 came back in full and derived day rates carried long floating-point tails. These fields are now rounded to 2 decimal places (half-cent boundaries round up), matching what Runn shows in the app.
