Project report totals no longer collapse overlapping assignments in different phases

GET /reports/totals/projects and GET /reports/totals/projects/{projectId} now count assignments separately when they sit in different phases but overlap on the same day for the same person and role. Previously those assignments were merged into one and the project reported less scheduled time than it actually had. This applies to accounts with phase rescheduling enabled.
