Page through every changed record when filtering custom fields by modifiedAfter

GET /people/custom-fields and GET /projects/custom-fields with modifiedAfter could stop paging after the first page, returning no nextCursor even when later people or projects had changed custom fields. The filter now applies before the page limit, so following nextCursor returns every matching record.
